Background The Gates Library Initiative began in 1997 with a pilot project in Alabama. Arkansas is one of six states that was awarded a grant in 1998 to provide public access to Internet in all the public libraries in the state. The Arkansas State Library was invited to submit an application in late 1997. The grant announcement was made in Feb. 1998. The first week in Dec. 1998 GLI staff conducted a meeting on the best mode of Internet connections for specific Arkansas locations libraries. (notes from that meeting) From Dec. 7 to Dec. 15 a GCTA team traveled the state to discuss "What to do Before Your Equipment Arrives." By the end of June 1999, 209 Arkansas libraries had Internet connections installed, 50 have dedicated access as part of the ARKnet/DIS/APSCN consortium and the rest dial access.
