What is LSTA?

LSTA stands for Library Services and Technology Act, which came into existence due to the Museum and Library Services Act of 1996. This formed the Institute for Museum and Library Services and changed federal funding for LSCA Titles I, II & III from the Department of Education to LSTA from IMLS.

Arkansas' Five Year Plan

Arkansas libraries began a new phase of resource sharing with full text retrieval beginning Oct. 1, 1998.  This project expanded the subsidy of OCLC FirstSearch for academic and public libraries to include other databases.  Secondary and elementary school libraries were also included.

LSTA funds pay for the databases at no additional charge to the participants, except for Health and Wellness Resource Center.  With HWRC, subsidy helps lower the subscriptions for individuals libraries.  Additional funds have been provided by the Arkansas Department of Education; these funds represent approximately 13% of the total cost.  Currently the project cost about $535 per library.  If the same subscriptions were purchased by the individuals sites, each library would pay at least $100,000 for the databases.

The Network Advisory Committee meets on a regular basis to examine the future of online resources for Arkansas libraries.  Renewal is approved each year at the February meeting of the Arkansas State Library Board.
