ILL Policies

The conditions for Interlibrary Loan service at ASL are set by the following:

  • AMIGOS Resource Sharing Agreement
  • Arkansas Interlibrary Loan Code
  • Individual regulations of the lending libraries
  • Interlibrary Loan Code for the United States
  • International Lending and Document Delivery: Principles and Guidelines for Procedure
  • United States Copyright Guidelines (CCG) and Copyright Law (CCL)regarding library reproduction of copyrighted works (17 USC 108)

Borrower Eligibility

The Arkansas State Library accepts ILL requests from public, college, university, and special libraries, as well as requests for work-related materials for full-time permanent Arkansas state employees.

Libraries

Requests are accepted via OCLC, ALA forms, telephone, mail, fax, ARIEL, or online.

Arkansas State Employees

Full-time permanent state employees may request materials through ILL. State employees' requests must be directly related to their state jobs, and not to personal research, academic classwork, or extracurricular activities.

Original materials will not be sent through mail or courier to state employees, but must be picked up in person. Photocopies will be sent via mail, fax, or email. Photocopied materials may not exceed 50 pages in length.

General Public & Schools

Individuals, school librarians, or students may go through the ILL department of the library of their choice to request materials from the State Library.

Loan Periods

The Arkansas State Library will lend:

  • General circulating materials for 4 weeks, with renewals for 2 weeks. Renewal requests must be made before the item's due date.
  • Government Documents for 2 to 4 weeks with prior approval of ASL Reference staff. Microfiche documents are not loaned, but paper or fiche copies may be made.
  • Arkansas Documents and Arkansas Collection materials for 2 to 4 weeks, but only if more than one copy of the item is on the shelf. According to Arkansas law, Copy 1 of items in these collections must stay on the shelf.
  • Audio and Video tapes for 2 to 4 weeks

Non-Circulation Materials

Although newspapers are are non-circulating, photocopies of specific articles up to 50 pages in length may be requested. Newspapers are retained for three months, with the exception of the Arkansas Gazette, which is maintained on microfilm from 1871 through 1991.The Arkansas Democrat-Gazette is retained from 1991 to present.

United States Patent copies will be provided if the patent number is known. For information regarding patent-searching, contact the Reference Department.

Fines & Overdues

The Arkansas State Library does not charge for lending materials, making photocopies, or the cost of postage. All photocopied materials are limited to no more than 50 pages.

If the borrowing patron/library loses an item, ILL will send an invoice for the current price of replacing the lost material. If the item is out-of-print, the invoice price will be determined by Collection Development.

Overdue notices for items loaned through ILL are sent 2 weeks after items are due. If the borrower has not responded after the second notice, an invoice for the material will be sent.

The Arkansas State Library does not charge overdue fines, but a patron or library may lose borrowing privileges due to repeated late returns or loss of materials.

State Agency Liaisons

Communication between the Arkansas State Library (ASL) and each state agency, board, commission and state-supported educational institution is often necessary concerning the deposit of documents.

To designate a liaison between your agency and the Arkansas State Library, complete the Agency Liaison Contact Form and submit via email to statedocs@library.arkansas.gov. If a change in the Agency Liaison occurs, notify ASL immediately.

Orientation sessions or individual training can be arranged for liaisons upon request. Contact our staff to arrange a session.

Need for Agency Liaisons

Typical communications include questions on which documents to deposit, how many copies of a title to send, or to answer questions concerning the historical background of a specific title.

To expedite these requests and for the convenience of both the state agency, board, commission or state supported educational institution and the Arkansas State Library, agency directors are asked to designate a publication contact person(s) referred to as the “Agency Liaison.”

The agency liaison(s) serves as the primary contact for the state agency, board, commission and state supported educational institution. Choice of a liaison should be based on convenience to the agency. The liaison should be someone familiar with all of an agency’s documents and organization.

Within his or her organization, the Agency Liaison may establish a network of other staff to assist with identifying and sending publications to ASL. Each individual division, department, office, etc. may have an assigned liaison.

Rules Submission Guidelines

The Arkansas State Library is now accepting digital submissions of agency rules. Digital submissions may be sent to statedocs@library.arkansas.gov or through Dropbox: State Docs.

In accordance with the Administrative Procedure Act, A.C.A. § 25-15-204, agencies must file with the Arkansas State Library a copy of any rule proposed by it, and a financial impact statement for the proposed rule.

In order to maintain a complete record of rules as they are promulgated, the State Library requests that agencies deposit a final copy of the rule with the State Documents Depository at the same time they are submitted to the Secretary of State's Office.

One copy of a completed Financial Impact Statement must be attached to each copy of a rule or regulation submitted.

Procedures to File Rules with the Arkansas State Library

Pertains to proposed, new, amended, or emergency rules. To be included with each submission:

  1. Agency Certification Form

    Make sure the form is accurate and complete. Only one form is required per deposit.

  2. Financial Impact Statement

    A copy of the completed Financial Impact Statement should be attached to the end of each copy of a rule filed with the library.

  3. Printed Copies of Rule

    The number of copies required is based on how the rule is published and distributed to the public:

    • Digital Only: digital copies of the Agency Certification Form, Financial Impact Statement, and Rule.
    • Digital & Print: 4 printed copies of Rule + 4 copies of Financial Impact Statement + digital copy of Rule.
    • Print Only: 12 printed copies of Rule + 12 copies of Financial Impact Statement.

About the Federal Depository Library Program

The Federal Depository Library Program (FDLP) was established by Congress to ensure that the American public has access to government information. Since 1813, depository libraries have safeguarded the public's right to know by collecting, organizing, maintaining, preserving, and assisting users with information published by the federal government. The FDLP provides U.S. government information at no cost to designated depository libraries throughout the country and territories. These depository libraries, in turn, provide local, no-fee access to government information in an impartial environment with professional assistance. The Program (FDLP) is governed by USC Title 44 and is administered by the Superintendent of Documents of the Government Printing Office.

The Arkansas State Library was designated a selective depository in 1978. In 1979, Senator Dale Bumpers designated the Library as the Regional Library for Arkansas. As a regional depository, the Arkansas State Library receives all of the publications distributed by the GPO and must retain at least one tangible copy of these publications permanently.

There are thirteen libraries in Arkansas designated to serve as selective federal depositories, representing 1st, 2nd, 3rd and 4th federal Congressional Districts. These libraries select documents based on their patron and library collection policy needs and are only required to retain documents for 5 years.

The Arkansas Federal and State Documents Depository program are mandated by A.C.A §§ 13-2-210 – 13-2-214, enacted by Act 489 of 1979.

Basic Computer Maintenance
Many librarians have not had any formal training with keeping computers up and running. This class will attempt to cover the basics of computer maintenance including adding software and hardware to machines and running software updates to maintain the machines.
 
Google Cardboard
Virtual and Augmented Reality can be intimidating, but are excellent opportunities to bring teens into the library. To learn more about this technology contact the Tech Coordinator or this LibGuide.
 
Stump the Librarian
As technology becomes more and more a part of our lives some of us feel overwhelmed with the deluge of information that comes at us on a daily basis. In an attempt to assist our staff and patrons Donovan Mays will visit your library and attempt to answer any technology questions asked of him. These questions can be on any subject from ebooks to computer hardware to 'What is Google Glass?' to "How big a monitor do I need?" Sessions can be based around a specific technology or topic at the decision of the library.

Technology Petting Zoo
Donovan Mays will come to your library and present the Tech Petting Zoo for staff or patrons. He will bring a variety of devices and explain how to get ebooks onto them, as well as assist with any devices brought in by patrons or staff. This presentation is provided in order to acclimate staff to some of the devices their patrons may bring in and to assist patrons with the confusion caused by devices with scant or confusing instructions. Handouts for working with Overdrive, Freading, or other ebooks suppliers can be provided as requested.

Updating your Webpage 
Do you want something more than a webpage that simply lists your hours of operation and a link to your catalog? Do you want to be able to post event pictures online the day they're taken? Why not update your library's webpage? Donovan Mays can come to your library and teach you how to make a simple updated webpage using a variety of different web development options. All we'll need is a link to your catalog and some digital photos of your library and staff to get started.

Eligibility

The following persons are eligible for service: 

A.  Blind persons whose visual acuity, as determined by competent authority, is 20/200 or less in the better eye with correcting lenses, or whose widest diameter of visual field subtends an angular distance no greater than 20 degrees.

B.  Other physically handicapped persons are eligible as follows:

  1. Persons whose visual disability, with correction and regardless of optical
    measurement, is certified by competent authority as preventing the reading of standard printed material
  2. Persons certified by competent authority as unable to read or unable to use standard printed material as a result of physical limitations. 
  3. Persons certified by competent authority as having a reading disability resulting from organic dysfunction and of sufficient severity to prevent their reading printed material in a normal manner.

Library Science Professional Collection

The Arkansas State Library maintains one of the largest library studies collections in the state. The collection includes books, print journals, online databases and other materials. Librarians, library staffs, and students working on an MLS or Media Specialist degrees are the primary users.

The Library Science Professional Collection has approximately 2,000 items that can be searched in the online catalog, www.library.arkansas.gov . Interlibrary loans requests can be made from public and academic libraries around the state for those that do not have an ASL library card.

The collection is located on the first floor of the library at 900 W. Capitol Ave., Little Rock, AR 72201.

BARD - Braille and Audio Reading Download

The National Library Service for the Blind (NLS) has the world’s largest collection of digital audio books 
available for free download. Up to 30 books a month may be downloaded free of charge. Access to the 
NLS Download Pilot web site is restricted to authorized NLS readers. Patrons must register for and receive 
a login id and password to access it: BARD

Patrons must have an e-mail address set up in “their” name with “their” home address 
and must have high speed internet access.

Books may be downloaded in a zipped format to a computer and extracted to a USB drive 
or an NLS compatible flash memory card that can be used in an NLS digital player on 
free loan from the library. You may also download a free app from the Apple iTunes App Store

Rules of Use for the Arkansas State Library

-Use the Library
-Read Books, magazines, newspapers
-Do Research
-Use the Public Access Computer *2 hour maximum time limit daily & you must sign and comply with our -computer use policy. You must have a library card to use the computer. Guest passes will only be given to Arkansas residents and to out-of-state residents conducting research using Arkansas State Library collections and databases.
-Ask any library staff person for assistance.

All bags, cases, rolling carts or boxes-no matter the size-brought into the library may only contain items relevant to library use or scheduled meetings.
-Library staff may ask to look inside any bag, case, rolling cart or box at any time to determine if the contents are related to library use or if they suspect that library materials are being stolen. 
-Keep all personal items with you at all times.
-Any items left unattended will be considered abandoned

The library does not allow 
-Clothing choices disruptive to the library environment -- shirt and shoes at all times
-Smoking chewing or use of any tobacco product inside the library - smoking areas are designated outside the building
-Any animal that is not a licensed service animal
-Sleeping

Public Access Computers

Computer terminals are available for public use at the Arkansas State Library. All subscription databases leased by the Arkansas State Library are available on the public terminals. Terms of use:
  •  Patrons must sign a yearly Internet Use Agreement and abide by the Internet Use Policy
  • Patrons are limited to 2 hours of computer use per day
  • If other patrons are waiting for computer access, computer use is limited to 30 minutes
  • All patrons under 14 years of age must be accompanied by a parent or guardian at all times
  • Arkansas State Library's Internet Use Policy 

Reference Requests

Requests may be made in person, over the telephone, through email, regular mail, or through our online form.
Reference requests are conducted free of charge. 

State Agencies
The Arkansas State Library exists to meet the information needs of the Legislature and Arkansas state agencies. Staff are available to conduct exhaustive information searches for legislative offices and state agencies making work-related requests.

Public Libraries
ASL Reference staff will conduct reference requests for public libraries. Libraries may also request circulating materials from ASL's collection through Interlibrary Loan.

Obituary Searches
In order to conduct an obituary search, please provide Reference staff with the name of the deceased, and his or her death date. It is also helpful if the place of death is known. Reference staff will search approximately one week after the date of death provided.

Patents & Trademarks

Reference staff will provide general information and resources regarding patents, trademarks, and copyrights. Staff can also provide one-on-one training for patrons on how to conduct a patent or trademark search. For additional information on these services, please refer to our patent and trademark page.

Electronic Resources

The Arkansas State Library subscribes to a wide range of subscription databases. Access to the databases is freely available for all patrons using the library's public access computers.

Arkansas state employees may apply for remote database access through an online application. Remote access is restricted to state employees only.

The Arkansas State Library's Federal Depository Library Access Policies

Reference

Information Services at the Arkansas State Library was established in 1979 to help provide reference services, access to printed and/or electronic materials and to online information along with work-related Interlibrary Loan services to state agencies and the state legislature. We are open to the public. We provide public access computers including access to federal and state government information and access to a circulating collection of over thirty thousand items.  The State Library provides free library cards for use by the citizens of Arkansas. Library materials and resources may be checked out by library card holders.  We are the only Patent and Trademark Depository Library in Arkansas.  We provide patent and trademark training in conjunction with the U.S. Patent and Trademark Office. We also work the United States Copyright Office and assist with copyright questions.  The State Library also works closely with the United States Census Bureau, the United States Small Business Administration, the state's Department of Economic Development and Department of Education, Arkansas Workforce and the Small Business and Technology Development Centers around Arkansas.

Pro Bono Legal Assistance

The USPTO has worked closely with intellectual property law associations to establish a network of independently operated regional Patent Pro Bono programs to provide under-resourced inventors and small businesses who lack the financial resources to file a patent application with legal assistance to secure protection for their inventions. Through these programs, those independent inventors and small businesses can connect with volunteer registered patent practitioners across the entire United States who can assist them with navigating the process for obtaining a patent.

Library Collections

The Arkansas State Library (ASL) is both a federal and state depository library, as well as the state's only U.S. Patent and Trademark Resource Center (PTRC). ASL collections also include non-fiction, reference, and library science materials.

Additionally, the library holds a wide array of state newspapers and subscriptions to several online databases (due to licensing, some databases are restricted to in-house use only).

Traveler Background

Free databases for all Arkansas citizens.  The databasese provide online research and information

Access:    

Who registers?

The database licensing begins on August 1 each year. The Arkansas State Library approves the recommendation of the Network Advisory Committee at the Feb. board meeting each year. This gives libraries that plan to purchase additional databases
from their own budget a chance to make complementary selections to the Traveler databases. The subscriptions are paid with funds from IMLS/LSTA .

The project began in 1997 when the Institute for Museum and Library Services was formed. The Library Services and Technology Act moved from the federal Dept. of Education to IMLS. LSTA funds have been used to provide Arkansas libraries with online
resources that only one-third of the libraries could afford. The cost to Traveler is approximately $750.00 per library. A single library would pay over $100,000 for the same resources and access.

Technology Planning

The E-Rate program no longer requires the completion and approval of a technology plan in order to apply for E-Rate discounts. 

The  Public Library Technology Plan template below may be filled out and submitted for approval should a library opt to complete a technology plan.

Remember to include an attachment of your Acceptable Use Policy, Network Schematic, & Checklist with page numbers.

Children’s Internet Protection Act (CIPA)

All libraries that receive E-Rate discounts for Internet Access, Internal Connections, Basic Maintenance of Internal Connections or Managed Internal Broadband Services must be compliant with the Children's Internet Protection Act (CIPA). Computers purchased with LSTA funds must also be CIPA compliant.  In Arkansas, a library that does not receive E-Rate or LSTA funds for computers is not required to filter.

Acronyms

Acronyms & Select Terms Used in E-Rate

Newcomers to E-rate, in particular, often become confused with all of the program's acronyms. We thought it might be useful to post a list of the key acronyms together with a brief description. Here are a few!

A-C    D-F    G-N    O-R    S-Z

BEAR Billed Entity Applicant Reimbursement form (FCC Form 472). The applicant form used to invoice USAC for E-rate discounts on a retroactive basis after the applicant has paid for the services in full.

BEN Billed Entity Number. An E-rate program identification number assigned to entities that are billed for E-rate eligible services. BENs are a subset of Entity Numbers which are assigned to all organizations and facilities participating in E-Rate.

BMIC Basic Maintenance of Internal Connections.  One of the four categories of eligible service.  Along with Internal Connections, BMIC is a Priority 2 service.  BMIC "ensures the necessary and continued operation of eligible internal connections at eligible locations." (USAC definition)

CIPA Children’s Internet Protection Act. A law requiring E-rate applicants to have an Internet Safety Policy and to filter Internet service. CIPA applies only to applicants applying for Internet Access, Internal Connections and Basic Maintenance of Internal Connections discounts.

COMAD Commitment Adjustment. A procedure initiated when a SLD funding error is uncovered as a result of additional information and/or review. If funding has already been disbursed, the COMAD procedure will lead to a request for repayment from either the applicant or service provider.

Competitive Bidding Process.  This process is initiated when an applicant files the Form 470/RFP to solicit bids from service providers for services.  The process must be fair and open. 

CSB Client Service Bureau. The SLD’s help line and data entry organization located in Lawrence, KS.  The CSB can be reached by calling 888-203-8100 or by using "Submit a Question" on the SLD website.

DRT Data Retrieval Tool.  This tool can be used to retrieve information on funding commitments, applicants, and disbursements.  Access this tool via SLD website. 

E-Rate.  The common name given to the Schools and Libraries Division (SLD) of the Universal Service Fund.  E-Rate provides discounts on eligible services to eligible schools and libraries.

ESL Eligible Services List.  A list of services and products that are eligible for E-Rate discounts.  The ESL is divided into four categories:  Telecommunications Services and Internet Access (P1), Internal Connections and Basic Maintenance of Internal Connections (P2).  A new ESL is approved each year by the FCC. 

FCC  Federal Communications Commission. The FCC has overall administrative authority for the Universal Service Fund, generally, and the E-rate program, specifically.

FCC RN  FCC Registration Number. An identification number assigned to any entity, including E-rate participants, doing business with the FCC.

FCDL Funding Commitment Decision Letter. A commitment letter sent to an applicant listing the funding decisions made on every request in the applicant’s Form 471 application. A separate version of the FCDL is also sent to the service provider to report funding decisions affecting that provider.

FRN Funding Request Number.  This number is assigned by USAC to each Form 471 Block 5 funding request. 

FY Funding Year.  Runs July 1st to the following June 30th.

HATS Helping Applicants to Succeed.  USAC outreach program for applicants and service providers to provide specialized training. 

LOA Letter of Agency.  This form authorizes a consortium leader or consultant to act on behalf of the applicant. 

NIF Non-Instructional Facility. A facility owned or controlled by an E-rate applicant that is not officially recognized as a school or library (e.g., administrative office, bus garage, etc.).

NSLP National School Lunch Program. The free and reduced-priced lunch program that provides the primary indication of school poverty levels upon which an applicant’s discount rate is determined.

P1 Priority One Services.  These services are given first priority in funding and include Telecommunications Services and Internet Access.

P2 Priority Two Services.  These services are funded after P1 services, starting with the highest discount levels.  Services include Internal Connections and Basic Maintenance of Internal Connections. 

PIA Program Integrity Assurance. The SLD’s application review process completed before funding commitments are decided.

PIN Personal Identification Number.  This is a code assigned to each unique E-Rate applicant in order to submit and certify forms online. 

RAL Receipt Acknowledgement Letter. A RAL is sent to the applicant to acknowledge the successful filing of a Form 471 application and to permit the applicant to make limited corrections to the application before review. A separate version of the RAL is also sent to the associated service providers to report funding requests affecting those providers.

RFP Request For Proposal.  The RFP provides an invitation to bid and provides additional information to potential bidders on the services being requested. 

RNL Receipt Notification Letter. RNLs are sent to the applicant when the SLD has accepted and successfully processed a Form 470. Other notification letters are sent in connection with processed appeals, BEARs, Form 486s, and Form 500s.

SLD Schools and Libraries Division. The division of USAC responsible for the operating administration of the E-rate program.

SPAC Service Provider Annual Certification form (FCC Form 473). An E-rate vendor is required to file a general certification form for each funding year. USAC will not pay any invoice (BEAR or SPI) for any funding year for which a SPAC has not been filed.

SPI Service Provider Invoice form (FCC Form 474). The service provider form used to invoice USAC for E-rate discounts provided directly to applicants.

SPIN Service Provider Identification Number. A unique identification number assigned to each service provider for E-rate purposes.

USAC Universal Service Administrative Company. A private not-for-profit company established by the FCC for the administration of the Universal Service Fund. The SLD is one division of USAC.

USF Universal Service Fund.  This fund allows Americans access to affordable telephone service and provides funding for discounts to schools and libraries, high cost areas, low income areas and rural healthcare facilities.

Warning Concerning Copyright Restrictions

The copyright law of the United States (Title 17, United States Code) governs the making of photocopies or other reproduction of copyrighted material. Under certain conditions specified in the law, libraries and archives are authorized to furnish a photocopy or other reproduction.

One of these specific conditions is that the photocopy or reproduction is not to be "used for any purpose other than private study, scholarship, or research." If a user makes a request for, or later uses, a photocopy or reproduction for purposes in excess of "fair use", that user may be liable for copyright infringement. This institution reserves the right to refuse to accept a copying order if, in its judgment, fulfillment of the order would involve violation of copyright law.

Periodical Articles Guidelines developed by the National Commission on New Technological Uses of Copyrighted Works (CONTU) specify that, during one calendar year, no more than five copies may be received from any one work whose publication date is within five years of the date of the patron's request.

Sections of Books Chapters or sections of books may be copied if the library does not receive more than five requests for copies from the same work from any individual library, during a calendar year.

Entire Works Libraries may copy an entire work if the library determines that another copy is not available or cannot be obtained at a fair price "Fair price" is not precisely defined. The copy of the work becomes the property of the user for private study, scholarship, or research only.

Retention of Request Forms CONTU Guidelines require libraries to retain the current calendar year's records of filled requests for copies or reproductions, plus the records of filled requests for the previous three calendar years. This requirement only applies to requests for copies or reproductions and not to loan requests.

Electronic Resource Licensing and Interlibrary Loan

Increasingly, copies are provided from electronic resources. Because many of these electronic products are licensed and not owned by the library, uses for interlibrary loan activity may be prohibited by the license agreement.

This office oversees the daily administration of the Grants to States program, assists with program development for the utilization of federal library aid and other grant funds, and provides the analysis and reports of data to meet federal library program administration needs.

Depository Program Benefits for State Agencies

Arkansas Code Tit. 13, Ch. 2, Subch. 2 designates the Arkansas State Library as the official State Documents Depository for state and local documents, and as the State and Local Government Publications Clearinghouse, which distributes copies of state documents to libraries across the state.

The State Documents Depository provides a central, permanent collection of print and digital state documents accessible by state government and the public at the Arkansas State Library. Local access to these materials is ensured through the State and Local Government Publications Clearinghouse, a related program which distributes copies of state documents received by the State Library to a statewide network of designated state depository libraries.

When state agencies submit materials to the State Documents Depository, the Arkansas State Library is able to:

Agency documents, in both print and digital format, are the essential element needed for the Arkansas State Library to accomplish its mandate. Agency heads may designate liaisons to serve as a contact between their agency and the State Publications Depository program to ensure that their agency's publications are included within the collection.

Documents Submission Guidelines

A.C.A § 13-2-212 requires Arkansas state agencies, boards and commissions, state supported colleges and universities, to deposit copies of their documents with the official State Documents Depository at the Arkansas State Library.

The State Documents Depository accepts both current and historical state documents. Agencies must send documents to the Arkansas State Library (ASL) at the release of the first printing, or when published to an agency's website.

The number of copies indicated in the guides only applies when materials are published and distributed exclusively in print format:

 

Number of Copies Required

The number of copies required by the Arkansas State Library depends primarily on the format in which a publication is published and distributed.

All digital files may be submitted via email to statedocs@library.arkansas.gov or through Dropbox: State Docs.

Print copies may be deposited at ASL in the manner most convenient to your agency. If available, delivery to the library via the State Courier Service is recommended for tangible materials.

Federal Documents Access & Policies

Public Access Guidelines for Federal Documents in Tangible Formats

  1. Federal documents are included in the online catalog from 1976 forward. Pre–1976 publications are added to the online catalog as staff time permits.
  2. Indexing tools are available for pre–1976 publications.
  3. Bibliographic records for all formats, including electronic publications, are obtained for ASL's online catalog from Marcive.
  4. The Arkansas State Library’s holdings are added to bibliographic records in OCLC on a monthly basis.
  5. Federal publications circulate with the exception of reference materials and some items specific to Arkansas.
  6. Microfiche will be duplicated rather than circulated. Microfiche reader printers are available for patron use.
  7. Maps are located in the basement and are available for retrieval by library staff upon request. Indexing tools are available. A large format printer is available for printing maps.
  8. Reference and Interlibrary Loan Services are available by phone, fax, email or in person during hours of operation.

Public Access Guidelines for Federal Documents in Electronic Formats

  1. The Arkansas State Library provides free public access to Federal Depository Library information in electronic formats, including Internet resources.
  2. In order to provide access, ASL maintains hardware meeting the current Recommended Specifications for Public Access Computers and Minimum Technical Requirements (MTR) as issued by GPO.
  3. Access to Federal Depository Library Program (FDLP) electronic information is provided at the same level as access to any other electronic information at the Arkansas State Library.
  4. The Arkansas State Library installs CD-ROM and other electronic FDLP information on demand if it is not already loaded on a public service workstation.
  5. The Arkansas State Library’s circulation policy for FDLP information in electronic formats is consistent with its policies for other electronic information acquired by the State Library.
  6. The Arkansas State Library provides Internet access to FDLP information at no cost to the general public.
  7. The Arkansas State Library provides the ability to download and print FDLP electronic information under the same terms and conditions as it offers for other types of information in its collections.
  8. The Arkansas State Library provides staff assistance to patrons using FDLP electronic information products at the same level as it offers for other information in its collections.
  9. Arkansas State Library provides links to prominent or useful websites to Government Information Resources.
  10. When Filtering software is used, the Arkansas State Library will allow FDL users the option to use a workstation without filtering software or turn off the filter while searching FDL information.

About the State Documents Depository Program

The Arkansas State Documents Depository and The State and Local Government Publications Clearinghouse programs are mandated by A.C.A §§ 13-2-210 – 13-2-214, enacted by Act 489 of 1979.

The State Documents Depository maintains a central, permanent, and publicly accessible collection of state documents and publications housed at the Arkansas State Library. The State and Local Government Publications Clearinghouse program provides access to these publications on a local level by distributing copies of the documents to a statewide network of designated state depository libraries.

Borrower Eligibility

The Arkansas State Library accepts ILL requests from public, college, university, and special libraries, as well as requests for work-related materials for full-time permanent Arkansas state employees.

Libraries

Requests are accepted via OCLC, ALA forms, telephone, mail, fax, ARIEL, or online.

Arkansas State Employees

Full-time permanent state employees may request materials through ILL. State employees' requests must be directly related to their state jobs, and not to personal research, academic classwork, or extracurricular activities.

Original materials will not be sent through mail or courier to state employees, but must be picked up in person. Photocopies will be sent via mail, fax, or email. Photocopied materials may not exceed 50 pages in length.

General Public & Schools

Individuals, school librarians, or students may go through the ILL department of the library of their choice to request materials from the State Library.

Loan Periods

The Arkansas State Library will lend:

  • General circulating materials for 4 weeks, with renewals for 2 weeks. Renewal requests must be made before the item's due date.
  • Government Documents for 2 to 4 weeks with prior approval of ASL Reference staff. Microfiche documents are not loaned, but paper or fiche copies may be made.
  • Arkansas Documents and Arkansas Collection materials for 2 to 4 weeks, but only if more than one copy of the item is on the shelf. According to Arkansas law, Copy 1 of items in these collections must stay on the shelf.
  • Audio and Video tapes for 2 to 4 weeks

Non-Circulation Materials

Although newspapers are are non-circulating, photocopies of specific articles up to 50 pages in length may be requested. Newspapers are retained for three months, with the exception of the Arkansas Gazette, which is maintained on microfilm from 1871 through 1991.The Arkansas Democrat-Gazette is retained from 1991 to present.

United States Patent copies will be provided if the patent number is known. For information regarding patent-searching, contact the Reference Department.

Fines & Overdues

The Arkansas State Library does not charge for lending materials, making photocopies, or the cost of postage. All photocopied materials are limited to no more than 50 pages.

If the borrowing patron/library loses an item, ILL will send an invoice for the current price of replacing the lost material. If the item is out-of-print, the invoice price will be determined by Collection Development.

Overdue notices for items loaned through ILL are sent 2 weeks after items are due. If the borrower has not responded after the second notice, an invoice for the material will be sent.

The Arkansas State Library does not charge overdue fines, but a patron or library may lose borrowing privileges due to repeated late returns or loss of materials.

Summer Reading Program

Summer Library Programs are held in public libraries across Arkansas in May through August annually - an LSTA Sponsored Program.

Themes

 

Arkansas participates in the Collaborative Summer Library Program (CSLP) which is a grassroots consortium of states working together to provide high-quality summer reading program materials for children at the lowest cost possible for their public libraries.

By combining resources and working with a commercial vendor to produce materials designed exclusively for CSLP members, public libraries in participating states or systems can purchase posters, reading logs, bookmarks, certificates and a variety of reading incentives at significant savings.

Charlie May Simon Book Award (Grades 4-6)

The Charlie May Simon Children's Book Award for children's literature has been presented annually since 1971 to an author whose book has been selected through a vote taken by Arkansas school children in grades four, five and six.  The purpose of the award is to promote better reading for children and to recognize Mrs. John Gould Fletcher, an outstanding Arkansas author who wrote under the pen name Charlie May Simon.

Charlie May Simon was born August 17, 1897, at Monticello, Arkansas, but moved to Memphis at an early age. She attended Memphis State University, Stanford University and the Chicago Art Institute. She returned to Arkansas after she married John Gould Fletcher in 1936. Throughout her lifetime, Mrs. Fletcher traveled extensively, gathering information for her many prize winning biographies.   She lived at Johnswood, her home in Little Rock, until her death in 1977.

During her distinguished career, Charlie May Simon wrote over 27 books for children and young adults. Her first work, ROBIN ON THE MOUNTAIN, was published in 1934 and is considered a classic in children's literature. Other works include STRAW IN THE SUN, ALL MEN ARE BROTHERS, and FAITH HAS NEED OF ALL THE TRUTH.

The Arkansas Department of Education (ADE), the Arkansas State Library, and the Arkansas Reading Association are pleased to announce the annual selection process for the books to receive the Arkansas Diamond Primary Book Award and the Charlie May Simon Children’s Book Award.

The Charlie May Simon (CMS) Children’s Book Award will be selected by children in Grades 4, 5 and 6.  This year’s award will be selected by children across Arkansas who have been participating in reading these books, and hearing the books read aloud by teachers and library media specialists.  This is an opportunity to engage the children in reading carefully selected books from this year’s list.  Please note that children in Grades 4, 5 and 6 should have read or heard at least three of the books from the 2016-2017 Simon list in order to vote.

This year the votes for both awards will be submitted electronically.  The Student Ballots and Ballot Tabulation forms for both the Diamond Primary Book Award and Charlie May Simon Book Award are available on the Arkansas State Library website.  These ballots may be reproduced by the schools and used by the students to vote.  The votes should then be tallied in each school and total votes for each title should be entered electronically on the tally sheets.  Votes should be submitted electronically between May 1 and May 5, 2017.

The 2017-2018 reading lists (pdf) for both the Arkansas Diamond Primary Award and the Charlie May Simon Book Award will be available in March.

The results of this year’s voting will be posted in May 2017.

Arkansas Diamond Primary Book Award

The Arkansas Diamond Primary Book Award was established by the Arkansas Elementary School Council in 1998 to encourage reading for students in Grades K-3.  The name of the award was chosen because Arkansas is the only diamond producing state. Like the Charlie May Simon Award, the Arkansas Diamond Award is selected by an annual vote. Children in Grades K-3 must have read at least three of the titles from the annual reading list and may vote for one title. Student voting is done in April each year.

The winner of the 2017 Arkansas Diamond Primary Book Award is Ivan: The Remarkable True Story of the Shopping Mall Gorilla written by Katherine Applegate and illustrated by G. Brian Karas, published by Houghton Mifflin/Clarion.

The book to receive the Diamond Primary Book Award will be selected in April by students in kindergarten, first, second, and third grades.  It is hoped that students in the schools have been participating in reading these books and that teachers and library media specialists have selected some titles for reading aloud.  Please note that children in Grades K-3 will need to have read or heard at least three of the books from the 2016-2017 Diamond list in order to vote.  It should be made clear to the children that they may vote for only one title.

Because of the age group involved in the Diamond Primary Book Award, the reading committee suggests that when books are read to children, the teachers or library media specialists may wish to devise a plan for helping the children vote on the books.  This may be done by reading all the books to the children in a condensed amount of time and then asking the children to vote, or the books may have been read to the children over an extended period of time but a review of the books may be necessary for children to vote.  Young children may have forgotten some of the books if the books were read at the beginning of the year.

Like the Charlie May Simon Award, the Arkansas Diamond Award is selected by an annual vote. Children in Grades K-3 must have read at least three of the titles from the annual reading list and may vote for one title. Student voting is done in April each year.
